DOE ordered Cooper Power Systems, LLC. to pay a $17,175 civil penalty after finding Cooper had manufactured and distributed in commerce in the U.S. multiple units of liquid-immersed distribution transformers. The Order adopted a Compromise Agreement, which reflected settlement terms between DOE and Cooper.
September 27, 2017, DOE issued a Noncompliance Determination Notice correcting the product name to liquid-immersed distribution transformers.
On August 28, 2017, DOE issued a Notice of Noncompliance Determination to Cooper Power Systems finding that a variety of liquid-immersed distribution transformers do not comply with applicable energy conservation standards based on the company's own testing. Cooper was required to notify each person (or company) to whom Cooper distributed the noncompliant products that the product does not meet Federal standards. In addition, Cooper provided DOE documents and records showing the number of units Cooper distributed and to whom.
