DOE ordered Cooper Power Systems, LLC. to abide by the Compromise Agreement after Cooper self-reported to distributing in commerce basic model 1250-3-W-500-13800-95-480-98.91, a liquid-immersed distribution transformer that does not comply with the energy conservation standards. The Order adopted a Compromise Agreement, which reflected settlement terms between DOE and Cooper.

DOE issued a Notice of Noncompliance Determination to Cooper on May 12, 2017, finding that Cooper basic model 1250-3-W-500-13800-95-480-98.91 does not comport with the energy conservation standards. DOE determined the product was noncompliant based on information provided by the company. Cooper notified each person (or company) to whom Cooper distributed the noncompliant products that the products do not meet Federal standards. In addition, Cooper provided to DOE documents and records showing the number of units Cooper distributed and to whom.
