The U.S. Department of Energy's (DOE) Federal Energy Management Program (FEMP) offers robust technical support to assist agencies with their resilience planning endeavors through its Resilience Planning Program. The following activities and services are offered at no cost and are subject to FEMP funding resources and staff availability.
The FEMP Resilience Team provides comprehensive support including training, resilience planning, and climate resilience planning efforts. Leveraging tools like the FEMP Technical Resilience Navigator (TRN) and Customer Damage Function (CDF) calculator, the team assists agencies in assessing their energy and water infrastructure, evaluating risks, identifying resilience gaps, and developing and prioritizing solutions.
The following activities and services are offered at no cost, subject to FEMP funding resources and staff availability.
Resilience Planning Training
FEMP offers regular resilience planning workshops and webinars, as well as other types of training.
- Live workshops and webinars: Live resilience training sessions held multiple times annually, open to all federal agencies.
- On-demand webinars: Self-guided courses that are available on a range of topics related to resilience planning.
- Agency- and site-specific trainings: Available upon request to facilitate in-depth discussion about resilience planning and address specific agency objectives, policies, and projects.

Technical Assistance
FEMP's subject matter experts provide direct technical support to federal agencies planning resilience and climate resilience programs.
- Share resources, best practices, and examples of successful resilience planning efforts and resilience projects
- Provide cohort or one-on-one assistance for using the TRN or TRN Lite, including:
- Overview and training on TRN and TRN Lite content
- In-person workshops for inputs, including identifying critical loads and conducting risk assessments
- Tailoring TRN Lite solutions for site-specific requirements
- Assisting with resilience solution prioritization, including assisting with determining solution cost and emissions impact estimates of solutions
- Provide cohort or one-on-one assistance for using the CDF tool, including:
- Overview and training for CDF and types of costs
- In-person workshops for identifying and estimating outage costs
- Tailoring CDF cost estimates for site-specific requirements and cost types
- Assistance with outage cost estimates and loss of mission capability as justification for funding and implementing resilience solutions
- Share resources, best practices, and examples of successful climate resilience planning efforts and projects
- Provide cohort or one-on-one assistance for using the TRN or TRN Lite for climate resilience purposes, including:
- Identifying applicable climate hazards
- Developing sensitivity cases for climate scenarios
- Reviewing anticipated changes in risk drivers due to climate change
- Helping to estimate potential emissions impacts from resilience solutions
- Identifying climate adaptation and mitigation resilience solutions
Services Outside the No-Cost Scope
Agencies may request additional services such as special analyses, detailed assessment reviews, and specialized training. FEMP will provide alternate suggestions and recommendations if resources are unavailable to meet a request.
Project Implementation Resources
For implementing resilience solutions, agencies are encouraged to coordinate with a project facilitator (PF). PFs are experienced technical experts who guide the agency acquisition team through the project development and implementation process. PFs can assist federal agencies with energy savings performance contracts (ESPCs), utility energy service contracts (UESCs), and ESPC ENABLE projects.
