Phase 6 At A Glance
During phase 6 of the distributed energy project implementation process, agencies fulfill federal requirements and agency goals by reporting metrics like renewable electricity use or agency-specific energy goals and targets. Step 1: Gather Renewable Energy Data
Federal agencies, sub-agencies, and sites use the Federal Energy Management Program's Annual Energy Data Report, Tab 2.2—Renewable Energy Data, for comprehensive reporting of each fiscal year's distributed renewable energy data. Reporting includes:
- Total electricity output
- Electric generating capacity
- Costs (annual and initial capital)
- Renewable energy certificates (RECs) retained.

Step 2: Determine the Source and Attributes of the Renewable Energy
How you answer the following questions determines how to report and whether your distributed energy use helps meet various requirements and goals.
- Is your distributed energy system on federal or Indian land?
- Is the system adjacent to the end use or is it delivered through a utility transmission system?
- Are you consuming the energy generated from the distributed energy system or is it being transmitted elsewhere for consumption?
- Do you own the RECs or do you purchase replacement RECs for the energy produced from the distributed energy system?
Distributed energy produced on federal or Indian land and for which the agency owns the renewable energy attributes or RECs allows the agency to claim a bonus toward renewable energy requirements.
Step 3: Report Performance Annually
Section 548(a) of National Energy Conservation Policy Act (NECPA) (42 U.S.C. 8258(a)) requires federal agencies to submit to the U.S. Department of Energy an annual report that describes activities to meet the energy management requirements of Section 543 of NECPA (42 U.S.C. 8253).
