Background Information
On October 21, 2024, the U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) released a request for information (RFI) seeking input from stakeholders on carbon storage infrastructure needs prior to opening the next round of funding for DE-FOA-0002711 funding opportunity -- Bipartisan Infrastructure Law: Storage Validation and Testing (Section 40305): Carbon Storage Assurance Facility Enterprise (CarbonSAFE): Phases II, III, III.5, and IV.
DOE will evaluate the CarbonSAFE Initiative to ensure that it is supporting the deployment of carbon storage infrastructure in the most responsible, efficient, and effective manner possible.
Who Should Reply
FECM seeks input from stakeholders, rightsholders, and communities including carbon storage project developers, storage site operators, federal/state land managers, Indian Tribes, researchers, regulators, investors, insurers, community advocacy leaders, environmental justice organizations, labor groups and others.
Areas of Interest
DOE is committed to incorporating justice principles throughout the process and outcomes of its work to ensure meaningful participation of disadvantaged communities, just distribution of benefits and mitigation of impacts and remediation of legacy harms. The goal of this RFI is to obtain perspectives regarding:
- Aspects of the CarbonSAFE initiative, its objectives, and the design of DE-FOA-0002711 that have been the most successful in achieving the CTS Program’s stated vision of “support(ing) rapid deployment of carbon storage necessary to enable the decarbonization of the U.S. economy.”; and
- How the CarbonSAFE initiative, its objectives, and the design of DE-FOA-0002711 can be modified or improved to better achieve this vision.
