Background Information
On July 19, 2024, the Ocean Energy Safety Institute (OESI) published a comprehensive Request for Proposals (RFP) opening funding opportunities for research pathways across three application areas: oil and gas, wind energy, and marine energy, as identified in its 2024 Annual Plan. OESI anticipates awarding up to $16 million to foster enhanced safety protocols, improved technologies, and new insights into risk management.
Organized under an agreement between U.S. Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE) and the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy and Carbon Management, and the Texas A&M Engineering Experiment Station (TEES), OESI is a consortium of industry, national labs, nongovernmental organizations, and academia created to develop the technology and workforce needed for safer, more sustainable, and more cost-effective energy production.

Eligibility
The lead organization must be a U.S.-based organization or be a U.S. subsidiary.
The lead organization on the proposal must be a current OESI member by the application submission deadline. OESI consortium membership is free, provided the organization is agreeable to the OESI consortium's terms.
Focus Areas
This funding opportunity has three focus areas:
- Oil and Gas
- OG-T1: Reduction of severity for loss of primary and secondary well-control events
- OG-T2: Loss of containment: early detection and response
- OG-T3: Ensuring infrastructure integrity in aging fields
- OG-T4: Integrity-focused subsea and subsurface operations technology for ongoing installations
- OG-T5: Improved offshore topside facility and safer operations
- OG-T7: Improvement of regulatory effectiveness
- Wind Energy
- W-T1: Safe installation, operation, maintenance and decommissioning of offshore wind energy systems
- W-T2: Reduction of human exposure to hazards during installation, operation, maintenance and decommissioning of offshore wind energy systems
- W-T3: Training strategies and tools for workforce development
- Marine Energy
- M-T1: Small-scale marine energy solutions that enhance the safety, security, and sustainability of offshore wind and oil and gas operations
- M-T2: Utility-scale marine energy solutions, leveraging experience from wind energy and oil and gas that enhances the safety, security, and sustainability of marine energy operations
Funding
OESI anticipates awarding approximately 30-40 awards between $50,000 and $500,000 each with a minimum of a 20% cost-sharing from the awardees.
