The Office of Fossil Energy gives notice of receipt of an Application filed August 23, 2019 by SpotX Energy, LLC (SpotX Energy), requesting long-term, multi-contract authorization to export domestically-produced liquefied natural gas (LNG) in an amount up to the equivalent of 51.75 billion cubic feet of natural gas for a period of twenty years commencing on the earlier of the date of first export or five (5) years from the date the requested authorization is granted.  SpotX Energy requests authorization to export LNG from up to 20 facilities located on the United States Gulf Coast, to (1) any country with which the United States currently has, or in the future may enter into, a free trade agreement requiring national treatment for trade in natural gas ("FTA Nations"), and (2) any country with which the United States does not have a free trade agreement requiring national treatment for trade in natural gas with which trade is not prohibited by United States law or policy ("Non-FTA Nations").  SpotX Energy initially intends to transport the LNG in approved ISO containers from the liquefaction facilities to ports on the Southeastern coast of the United States where the ISO containers will be loaded onto ocean-going container vessel for delivery to these emerging markets.  Alternatively, SpotX Energy may purchase LNG sourced from facilities on the shoreline and load the LNG directly onto shipping vessels.  SpotX Energy requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
