The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application, filed on June 10, 2024 by Sapphire Gas Solutions (Sapphire), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in an amount up to the equivalent of 51.75 billion cubic feet (Bcf) of natural gas per year.  Sapphire requests authorization to export LNG to (1) any country with which the United States currently has, or in the future may enter into, a free trade agreement requiring national treatment for trade in natural gas (FTA Nations) and (2) any country with which the United States does not have a free trade agreement requiring national treatment for trade in natural gas, that currently has or in the future develops the capacity to import LNG, and with which trade is not prohibited by United States law or policy (Non-FTA Nations).  The authorization is requested through December 31, 2050.  Sapphire plans to transport the LNG in approved International Organization for Standardization (ISO) containers transported by barge from the Port of Miami for delivery to the Bahamas and other markets in the Caribbean.  Sapphire requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
