DOE Awards Advanced Manufacturing Collaborative Facility Contract

Today, the Office of Environmental Management (EM) awarded North Wind Construction Services (NWCS), LLC of Idaho Falls, ID, a contract to design and construct the Advanced Manufacturing Collaborative (AMC) Facility.

Cincinnati – Today, the Office of Environmental Management (EM) awarded North Wind Construction Services (NWCS), LLC of Idaho Falls, ID, a contract to design and construct the Advanced Manufacturing Collaborative (AMC) Facility. The new facility, to be located on the campus of the University of South Carolina-Aiken (UofSC-Aiken), will support the missions of EM and the Savannah River National Laboratory while enhancing and expanding collaborations with academia, industries, and other government agencies.  

The new contract is an Indefinite Delivery Indefinite Quantity-type (IDIQ) contract with a not to exceed value of $50 million. The awardee, NWCS, is a Small Business Administration (SBA) certified 8(a) and Small Disadvantaged Business construction firm that is a subsidiary of the Cook Inlet Region, Inc., an Alaska Native Corporation.

EM received eight capability statements in response to a Request for Information notice issued September 24, 2020.  A thorough capability assessment and acquisition strategy determined a sole-source contract award to an 8(a) Small Disadvantaged Business (SDB) Alaska Native Corporation (ANC) was in the best interest of the project.

The Department’s assessment of NWCS’ capabilities determined that the Contractor has a proven track record of working with DOE and successfully completing similar projects. The contract requires compliance with the Davis Bacon Act.  DOE expects NWCS to examine the use of local resources, including small businesses, to the maximum extent practicable to ensure cost efficiencies and good community relations.

The AMC Facility will provide new laboratory, office, and conference space suitable for advanced manufacturing research and development and will be conducive to laboratory, university, and industry collaboration. Specifically, the AMC Facility will provide administrative, research and manufacturing areas for the design and development of chemical engineering reactions, processes, and materials as well as the production of mechanical and electrical components.  The location of the facility was established through a no-cost land lease agreement between the government and the Aiken County Commission for Higher Education (ACCHE). Construction of the facility is expected to be completed in 2024.
