Kurt W. Runge, Acting Director, Office of Headquarters Security Operations

Kurt W. Runge is the Director of the Office of Headquarters Security Operations (EHSS-40), within the Office of Environment, Health, Safety and Security (EHSS), responsible for implementing a comprehensive protection program to protect the U.S. Department of Energy (DOE) National Capital Area Headquarters facilities, personnel, property, sensitive information, and classified materials from dissident, terrorist, foreign intelligence, criminal, and insider threats.

Mr. Runge previously served as the Director, Office of Physical Protection, within the Office of Headquarters Security Operations, responsible for managing the DOE Headquarters-wide physical security activities in the areas of access control, protective force response, intrusion detection, and incident management.  Prior to this assignment, Mr. Runge served as a team leader within the Office of Enterprise Assessments (EA), Office of Emergency Management Assessments, where he led multi-disciplinary teams in the conduct of assessments, special technical analyses, performance tests, and studies related to DOE and the National Nuclear Security Administration’s (NNSA) emergency management programs, Continuity of Operations, critical infrastructure protection, and all-hazard contingency planning. 

Before joining the Department, Mr. Runge served within the Federal Bureau of Investigation (FBI) as the Special Assistant to the Director for Render Safe, and Senior Weapons of Mass Destruction (WMD) Advisor.  In this capacity, Mr. Runge co-authored WMD national policy, developed operational response protocols, and oversaw the FBI’s response to terrorist use of chemical, biological, radiological, nuclear, and explosive devices within the United States and its territories.

Mr. Runge is a retired Lieutenant Colonel serving 21 years within the U.S. Army.  Mr. Runge’s military career spans numerous assignments within conventional, special mission, and special operations units and includes participation in combat operations in Operation Just Cause, Operation Desert Shield/Desert Storm, Operation Joint Endeavor, and Operation Enduring Freedom.

Mr. Runge is a 1982 graduate of The Citadel, where he earned a Bachelor of Science in Business Administration and holds an MBA.
