James L. Winter

Jim Winter is the Integrated Safety Management (ISM) Program Lead for the NNSA Office of Environment, Safety and Health (NA-00-10) and has served in various capacities within NNSA and Defense Programs since 1991 regarding nuclear safety and environment, safety and health. Since 2010, Jim has been the NNSA sponsor with the Energy Facilities Contractors Group (EFCOG) Work Management Subgroup, responsible for work planning and control improvement activities. Jim is currently leading the development of a DOE Handbook, Implementation of Work Planning and Control at Nuclear Facilities.
Jim previously participated with EFCOG and URS Corporation in the development of a work planning and control guideline document and standard, respectively, that are now in use within the DOE enterprise. Prior to DOE, Jim served as a Facility Representative at the San Onofre Nuclear Generating Station and as a U.S. Navy Officer in the nuclear submarine program. Jim graduated from the U.S. Naval Academy in 1980 with a B.S. in Electrical Engineering and from the University of Maryland in 1997 with an M.S. in Technology Management.
