The Office of Environment, Health, Safety and Security (EHSS) provides support and assistance to DOE contractors with their implementation of Employee Assistance Programs (EAPs). DOE EAPs are governed by a series of laws and Federal regulations including Public Law 79-658 (which authorizes Federal agencies to operate programs to promote and maintain employees’ physical and mental health) and Public Law 91-616 and 92-255 (which requires development of appropriate programs to treat and rehabilitate employees with alcohol and/or drug problems).
DOE contractor Employee Assistance Program (EAP) develops policies, performance standards, and implementation of employee assistance programs that are in accordance with Federal and state laws, DOE Orders, regulations, policies, and procedures.
EAPs typically offer comprehensive services to contractor employees that are free, confidential, and voluntary. They assist employees and their immediate dependents with an array of services. Employees may seek services when experiencing personal difficulties such as stress, depression, anxiety, family issues, marital and parenting issues, grief issues, alcohol, substance use disorders, work conflicts, work-related concerns, financial and legal concerns.
EAP Services include:
Individual Services: assessments, treatment planning, short-term counseling, follow-up services, collaboration with community services, and referrals.
Managerial and Supervisory Services: assistance for managers in referring employees to the EAP, guidance to managers on how to appropriately support employees with personal concerns, helping mangers resolve employee conduct and performance issues, supervisory training and education and management consulting and coaching.
Organizational Services: group intervention and support groups, crisis management, critical incident response, employee orientation, educational programs, work/life services, and drug-free workplace training.
Administrative Services: outreach/marketing and promoting of the EAP, staff and professional development, and referral to clinical services.
Annual DOE EAP Contractor Training
EHSS is responsible for administering an annual DOE EAP contractor training that is available for all DOE contractor employee assistance professionals. The EAP training is an established educational offering that meets DOE EAP requirements ensuring licensing and professional accreditation. The objective of the training is to integrate the areas of mental health, substance abuse, safety, and productivity to ensure EAP Professionals enhance technical expertise in delivering effective employee assistance programs to DOE contractor employees.
