Early on the morning of July 31, 2006, an electrician in the Plant Engineering (PE) Department of the Lawrence Livermore National Laboratory (LLNL) was working alone on a project to replace four air conditioning units on the roof of Building T6179. The task that morning was to de-energize, lockout, and disconnect the electrical services to the first two units to be replaced.
