Before any contract company or its employees is permitted access to U.S. classified information, it must successfully complete several required actions. These actions include obtaining a favorable Foreign Ownership, Control, or Influence (FOCI) determination, obtaining a facility clearance, and registering their classified contracts into Federal databases. This chapter describes the procedures contractors must follow to accomplish these actions. These procedures are developed and maintained by the FOCI and Facility Clearance (FCL) Operations Program Manager within EHSS-42.
