Headquarters Facilities Master Security Plan - Chapter 3, Security Vetting

This chapter addresses the HQ Security Vetting Program.  The process to acquire a HSPD-12 credential, and security clearance is explained.  This process must be completed before an employee or contractor can be final approved for a HSPD-12 credential or granted access to classified information.  Applicants for a HSPD-12 credential or security clearance must provide their personal background information through a secure electronic database known as eAPP.  Pertinent aspects of using the eAPP database are explained here.  This chapter also covers common personnel security actions such as verifying a person’s continuing need for a HSPD-12 credential, security clearance, reinvestigating cleared personnel on a recurring basis, and passing security clearance information between governmental agencies.  The Office of Headquarters Clearance and Access Operations (EHSS-82) maintains the procedures described in this chapter.
