Headquarters Facilities Master Security Plan - Chapter 15, Out-processing
This chapter describes the security actions that must be taken whenever a Headquarters (HQ) Federal employee or contractor terminates their employment or transfers from one HQ program element to another. Such actions include terminating security clearances, changing safe/door combinations, revising access lists, removing classification officer certification, and recovering keys and security equipment. Security out-processing actions are taken by the Headquarters Security Officer (HSO) of the program element that is losing the employee. This chapter is maintained by the HSO Program Manager in EHSS-42.
