These principles are intended to guide EERE’s efforts and support communities, companies, and other stakeholders in their decisions to deploy Plug-in Electric Vehicle (PEV) infrastructure.
PEV Infrastructure Investments Should be Guided by Three Broad Principles
- Catalytic Investments: Serve as a catalyst to attract additional regional collaborative input and investment from communities, states, electric vehicle supply equipment and automotive manufacturers, and the federal government while serving as a foundation for visible and accessible PEV infrastructure procured through open and competitive processes.
- Standardized and Open: Engage across all industry and other participants, including through standard setting bodies or similar processes, in order to expeditiously establish an interoperable charging system that is accessible, affordable, reliable and consumer friendly to users of all PEV vehicle types and brands and includes open source communication, universal billing systems, DC fast charge standards, and standard real-time charging station data.
- Analysis-Driven and Deployment-Oriented: Deploy PEV infrastructure investment in areas (e.g., urban, communities regional corridors, fleet depots, workplaces, etc.) that will most substantially increase total PEV deployment numbers in the United States, as supported by research, analysis, and prior experience.
Desired Outcomes of PEV Infrastructure
- Substantially increased total PEV deployment numbers in the United States through infrastructure investments that are guided by objective analysis that leverages the best available tools and data and meets the needs of regional PEV stakeholders.
- Installation of Level 1, Level 2 and DC Fast charging equipment that serves the needs of all PEV types expected to be in the marketplace within the foreseeable future (e.g., PHEVs, 100-mile range BEVs, 200+ mile range BEVs), which are deployed primarily in visible, safe and accessible locations.
- Established data collection, sharing, and analysis methodologies on charging and PEV activity, utilization, and demand, to enable continuous review and adjustment, as market penetration grows, by a diversity of data experts in industry, national labs, and academic institutions.
