As defined in the Code of Federal Regulations (CFR), “pump” means equipment designed to move liquids (which may include entrained gases, free solids, and totally dissolved solids) by physical or mechanical action and includes a bare pump and, if included by the manufacturer at the time of sale, mechanical equipment, driver and controls. 10 CFR 431.462

Dedicated-purpose pool pumps manufactured and distributed in commerce, as defined by 42 U.S.C. 6291(16), must meet the energy conservation standards specified in the Code of Federal Regulations at 10 CFR 431.465(f).
To determine that dedicated-purpose pool pumps that are currently manufactured or distributed into commerce are in compliance with DOE standards, manufacturers must follow the test procedure methods specified at Appendix C to Subpart Y of 10 CFR Part 431 - Uniform Test Method for the Measurement of Energy Efficiency of Dedicated-Purpose Pool Pumps.
