Director, Office of Safeguards and Security Assessments

Thomas "Clay" Messer serves as the Director of the Office of Safeguards and Security Assessments within the Department of Energy's (DOE) Office of Enterprise Assessments (EA). The office conducts independent evaluations of the effectiveness of safeguards and security policies and programs for the DOE, specifically programs protecting nuclear weapons, special nuclear materials, other radiological and chemical materials, biological agents, select agents and toxins, critical infrastructure, classified information, government property, and personnel. Before his current position, Mr. Messer was the Deputy Director of the same office.
Prior to joining EA, Mr. Messer worked as a contractor at DOE's National Nuclear Security Administration Pantex Plant. He served in various leadership and management roles, directing the safeguards and security program and coordinating security efforts with nuclear safety, nuclear explosive safety, explosive safety, and worker safety and health organizations. Additionally, Mr. Messer held leadership roles with the Texas Department of Criminal Justice and served in the U.S. Marine Corps.
Mr. Messer holds a Bachelor of Science in Business Management and a Master of Business Administration. He has completed the U.S. Office of Personnel Management's Leadership Development Program in Executive Management, the Harvard Kennedy School Executive Certificate Program in Public Policy, the Harvard Senior Executive Fellows Program, and DOE's Nuclear Executive Leadership Training and Safeguards and Security Executive Leadership Training.
