Deputy Director, Office of Cyber Assessments

Kim Kelly is the Deputy Director of the Office of Cyber Assessments within the Office of Enterprise Assessments (EA) at the U.S. Department of Energy (DOE).  In this role, Ms. Kelly is responsible for performing independent evaluations of the effectiveness of classified and unclassified cybersecurity policies and programs throughout the Department.  The Office of Cyber Assessments is also responsible for analysis of cybersecurity trends and maintains a catalog of cyber assessment capabilities that support the development of new and improved assessment practices.  These techniques help assess if a departmental element can effectively respond to significant issues relating to the protection of DOE information systems.  Her office also responds to any emergent cyber assessment needs of the Department.
 
Before joining EA's Office of Cyber Assessments, Ms. Kelly served as the Supervisor of Cyber Operations in the Office of the Chief Information Officer for the Western Area Power Administration (WAPA).  In this role, Ms. Kelly used her experience and skills to manage the cybersecurity operations program, which encompassed supervising the Network Security Operations Center (NSOC), the Information System Security Engineers (ISSE), and the Cyber Security Compliance Support teams.  During her 9-year tenure with WAPA, she also held such other positions as Information System Security Officer (ISSO) and Team Leader.  She started her federal career at the Bureau of Land Management as an ISSO.  Prior to entering federal service, Ms. Kelly worked in the private sector where she held various positions within the Information Technology (IT) field.  These included Computer Information Manager, IT Service Level Manager, and IT Systems Administrator.

Ms. Kelly is a Certified Information System Security Professional content specialist, Global Industrial Cyber Security Professional, and a Project Management Professional.  She is an alumna of the inaugural class of the DOE Office of Cybersecurity, Energy Security, and Emergency Response (CESER) Operational Technology (OT) Defender Fellowship program.  She holds a Bachelor of Science degree in Computer Information Systems from Elmira College in Elmira, New York.
