This report documents the results of an independent oversight review of the emergency management program technical basis and emergency preparedness at the National Energy Technology Laboratory Morgantown and Pittsburgh sites. The review was conducted February 24-27, 2014, by the U.S. Department of Energy’s (DOE) Office of Environment, Safety and Health Assessments, which is within the DOE Office of Independent Enterprise Assessments (formerly the Office of Health, Safety and Security).
