This report provides the results of an independent oversight inspection of the emergency management program at the Department of Energy's (DOE) Portsmouth Gaseous Diffusion Plant. The inspection was performed in August and September 2006 by the Office of Independent Oversight’s Office of Emergency Management Oversight, within the DOE Office of Security and Safety Performance Assurance.
