The Department of Energy (DOE) opens comment period for Project Hostos, a transmission project proposed by the Caribbean Transmission Development Company
January 17, 2025On January 17, 2025, the U.S. Department of Energy’s (DOE) Grid Deployment Office (GDO) opened a public comment period for a proposed transmission project seeking a Presidential Permit from DOE.
Caribbean Transmission Development Company (CTDC) has submitted an application for a Presidential Permit to allow for the construction, connection, operation, and maintenance of electric transmission facilities at the international border between Puerto Rico and the Dominican Republic. The proposed project, called Project Hostos, would cross the Mona Passage underwater and make landfall in Mayagüez, Puerto Rico, near the Sila Maria Calderón Port.
DOE determined, based on review of the permit application and more detailed information gathered since the application submission, that there is currently insufficient information to determine the significance of the potential environmental impacts of Project Hostos. As a result, DOE is preparing an Environmental Assessment (EA) pursuant to the National Environmental Policy Act to help DOE determine whether to issue a Finding of No Significant Environmental Impact (FONSI) or prepare an Environmental Impact Statement (EIS) for the proposed Project. DOE is seeking comments on the issues that should be addressed in its environmental assessment and whether an EA is the appropriate level of analysis or if an EIS is required.
DOE will hold two virtual scoping meetings for Project Hostos.
Interested parties are invited to participate in the public scoping meetings to learn about the proposed project, learn about DOE’s environmental review process, and submit formal comments on Project Hostos.
