The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application filed on August 21, 2024, by Gato Negro Permitium Dos, S.A.P.I. de C.V. (Gato).  The Application requests long-term authorization to re-export domestically produced natural gas exported to Mexico as liquefied natural gas (LNG) up to the equivalent of 203 billion cubic feet (Bcf) per year (Bcf/yr) (0.556 Bcf/per day) to Non-Free Trade Agreement (Non-FTA) countries.  Gato  proposes to export the LNG by vessel from its proposed liquefaction and export terminal project, Gato Negro Manzanillo LNG plant, to be located in the State of Colima, Manzanillo, Mexico to any country that has, or in the future with which the United States does not have an FTA requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy.  The authorization is requested for a term extending through December 31, 2050.  Gato requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.  A Federal Register Notice will be issued for the application.
