Carbon Capture Demonstrations Projects Program

Sutter Decarbonization Project

OCED awarded the Sutter Decarbonization Project, led by Sutter CCUS, a subsidiary of Calpine, with $8.6 million (of the total federal cost share of up to $270 million) to begin Phase 1 activities. Sutter CCUS plans to demonstrate and deploy a carbon capture demonstration facility to capture CO2 from the Sutter Energy Center, a natural gas combined-cycle power plant near Yuba City, CA—making this project the first in the world to deploy an air-cooling system at a carbon capture facility. During Phase 1 of the project, Sutter CCUS plans to complete an integrated Front-End Engineering and Design (FEED) study to determine the specifications for CO2 capture, transport, and storage components, as well as continue workforce planning, project permitting, and other technical assessments.

Energy Improvements in Rural or Remote Areas 

Thayer Creek Hydroelectric Project 

OCED awarded the Thayer Creek Hydroelectric Project, led by Kootznoowoo, Inc. (KI), with more than $3.4 million (of the total project federal cost share of up to $26.9 million) to begin Phase 1 activities. KI plans to construct an 850 kW, run-of-the-river hydroelectric project that has the potential to supply three times the community’s current electricity needs, providing additional power for heating, fish processing, electric vehicle charging, and tourism. KI is the Alaska Native Village Corporation for the community of Angoon, the ancient home of the Tlingit Xóotsnoowe'di people. During Phase 1 of the project, KI will conduct planning and development activities, including securing agreements, providing input into OCED’s National Environmental Policy Act review, and initiating community and labor engagement.
