Description/Duties:
This position is a Management and Program Analyst in the U.S. Department of Energy (DOE) Bioenergy Technologies Office (BETO). The incumbent will support BETO’s equities in the development and coordination of IRA Tax Credit Guidance relevant to biofuels, including but not limited to the Clean Fuel Production Credit (45Z).
The individual will coordinate with life-cycle analysis modeling teams at DOE and DOE national laboratories to assess impacts of biofuel production and use. In addition, this position would lead interagency collaboration on climate smart agriculture practices and other issues to update the Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) model relevant to biofuels and subsequent IRA Tax Credit guidance roll-out and implementation. BETO is looking for a dynamic, innovative team member whose responsibilities will include:
- Serves as the principal advisor to the Director of BETO on issues and decisions related to biofuels-related tax credits.
- Proactively identifies key issues, decision points and options related to the implementation of biofuels-related tax credits.
- Develops, analyzes, and evaluates options and provides recommendations to DOE decision-makers, including summarizing differing perspectives from technical experts, to inform DOE positions on biofuels-related tax credits.
- Develops written summaries, prepares memoranda, and conducts briefings for DOE officials to establish consensus DOE positions on biofuels-related tax credits.
- Represents DOE through written communications and meetings with other U.S. government agencies and external stakeholders.
- Manages and oversees the analysis, development, and updates for GREET conducted by Argonne National Laboratory.
Knowledge, Skills, Abilities Required to Perform the Work/Specialized Experience:
- Expertise and knowledge in bioenergy technologies sufficient to analyze and interpret data from projects and develop meaningful strategies to meet decarbonization goals, and represent BETO to the interagency partners, DOE National Laboratories and other stakeholders and partners.
- Expertise and knowledge in environmental and economic modeling sufficient to assist with evaluating various modeling tools and the formation of modeling conditions and scenarios designed to answer questions about barriers to the short- and long-term deployment of bioenergy technologies.
- Knowledge and experience in bioenergy lifecycle analysis methodologies and tools, including the GREET model, and economic models used to assess induced land use change are highly preferable.
- Knowledge relevant to climate smart agriculture practices highly preferable.
- Ability to manage multiple deadlines, prioritize, partition, delegate, and complete complex tasks.
- Skills in oral and written communication to communicate with a variety of organizations, agencies, and stakeholders.
Additional Details:
Occasional multi-day travel will be required, including periodic travel between DOE headquarters and the Golden Field Office (in Golden, Colorado). Financial disclosure is required, and incumbent may be required to pass a background investigation.
