Former Deputy General Counsel for Energy Policy, Office of General Counsel

Paul Tiao served as the Deputy General Counsel for Energy Policy at the U.S. Department of Energy.  Before joining the Department, Mr. Tiao served as Principal Deputy General Counsel in the Office of the National Cyber Director, in the White House.  Previously, he was a partner at a national law firm in its Cybersecurity and Privacy practice, and founding chair of the firm’s National Security practice and Energy Sector Security Team. Mr. Tiao began his career at the Department of Justice, where he served as a trial attorney in the Civil Rights Division, Assistant U.S. Attorney in the District of Maryland, and Senior Counselor for Cybersecurity and Technology to FBI Director Robert S. Mueller. While at the Justice Department, he also did a detail to the U.S. Senate as Judiciary Committee Counsel to Assistant Majority Leader Richard J. Durbin.  Mr. Tiao has taught cybersecurity law and policy at George Washington University, and served as an appointed member of the Virginia Cyber Security Commission and the Maryland Cybersecurity Council.  He began his career as a law clerk on the U.S. Court of Appeals for the Ninth Circuit, and has a J.D. from Columbia Law School, M.P.A from Princeton, and S.B. in electrical engineering from MIT. He is a member of the bar in the District of Columbia and Maryland.
