The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application, filed December 13, 2023, by Carib Energy (USA) LLC (Carib Energy), requesting blanket authorization to export liquefied natural gas (LNG) that either previously had been imported into the United States from foreign sources or received from sources within the United States in an amount up to the equivalent of 14.60 billion cubic feet of natural gas, on a cumulative basis, for a period of two years beginning on the earlier of 1) April 6, 2024, or 2) the date on which DOE issues an order granting the requested re-export authorization.  Carib Energy requests authorization to export previously imported or domestically-produced LNG purchased at the Crowley LNG Puerto Rico Truck Loading Facility in Peñuelas, Puerto Rico.  Carib Energy proposes the use of approved IMO7/TVAC-ASME LNG containers (ISO containers) transported on ocean-going container vessels or small-scale LNG carriers to export LNG to any country within Central America, South America or the Caribbean with the capacity to import LNG, and with which trade is not prohibited by U.S. law or policy.  Carib Energy requests this authorization on its own behalf and as agent for other parties who hold title to the LNG at the time of export.
