Cliff Carpenter, Supervisor of the Office of Legacy Management (LM) Environmental Team 2

Cliff Carpenter is the supervisor of the Office of Legacy Management (LM) Environmental Team 2, which implements long-term surveillance and maintenance (LTS&M) at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)/Resource Conservation and Recovery Act (RCRA) sites, Formerly Utilized Sites Remedial Action Program (FUSRAP) sites, and DOE Defense Decontamination and Decommissioning (D&D) Program sites.

Carpenter has over 30 years of experience with DOE. He has served with LM since 2003, during which time served as the FUSRAP program manager and as the site manager for numerous LM sites. Prior to LM, he served in various program and technical project manager roles at the National Energy Technology Laboratory (NETL) in support of multiple DOE offices, including Fossil Energy and Carbon Management, Energy Efficiency and Renewable Energy, and Environmental Management. At NETL, he partnered with private industry and universities to procure, develop, and deploy innovative technologies in the DOE complex. He managed a portfolio of research, development, and demonstration contracts. Carpenter has a wide range of federal acquisition experience and has served on numerous source-evaluation boards and technical-evaluation committees to satisfy mission requirements. 

Carpenter holds a bachelor’s of science degree in mechanical engineering from West Virginia University Institute of Technology and a master’s degree in engineering from West Virginia University. He is certified as a Project Management Professional.
