State Energy Security Plan (SESP) Resources

CESER developed resources that states can incorporate into their state energy security plans or use as references. These optional resources are intended to reduce the burden of updating plans. They range from boilerplate language (e.g. federal authorities) to instructional guidance (e.g. how to create a state energy profile).

Risk Mitigation Approach Guidebook for States DOE offers this guidebook to assist state officials with developing a Risk Mitigation Approach for their State Energy Security Plans which will also provide a framework to inform implementation of risk mitigation measures.
Risk Assessment Essentials Guide for State Energy Security Plans Provides a simplified approach to Risk Assessment that leverages review of existing resources and engagement with stakeholders to identify, characterize, and assess key risks to energy infrastructure and cross-sector interdependencies.
Governor's Certification Letter Guidance and Templates Guidance related to the submission of a Governor's Certification Letter and necessary revisions to a SESP, if applicable, with optional templates populated with example language.
CESER Guidance on Developing a State Energy Profile An updated guide and outline for the state energy profile section of a State Energy Security Plan including trends for energy production and consumption.
State Energy Security Plan Office Hours Registration for weekly Office Hours appointments, both one-on-one and group opportunities, to discuss SESPs on an on-going basis.
