Cincinnati – Today, the U.S. Department of Energy’s Office of Environmental Management (EM) issued a Final Request for Proposal (RFP) for the Portsmouth Paducah Project Office (PPPO) Operations and Site Mission Support (OSMS) (formerly named the Depleted Uranium Hexafluoride (DUF6) Conversion Facilities Project).
The new Cost-Plus Award Fee Contract with Indefinite Delivery Indefinite Quantity (IDIQ) CLIN(s) will include a 120-day transition period, five-year base period and two option periods (3 years +2 years) for a total estimated contract value of ~ $2.9 billion over the 10-year period of performance (excluding Transition), including all option periods. The PPPO OSMS contract is being solicited by means of full and open competition.
The new contract will replace the DUF6 contract currently held by Mid-America Conversion Services (MCS). Additionally, enduring mission support operations historically performed under the Portsmouth Decontamination and Decommissioning (D&D) and Paducah Deactivation and Remediation (D&R) contracts (i.e., utilities (water, sewer, and electric); Emergency Management (fire protection, emergency operations center); Physical Security (Protective Force); Uranium transfers (cylinder to cylinder); and Nuclear Material Control and Accountability) will transfer to the forthcoming OSMS contract. These activities better align with the OSMS scope given the DUF6 operations lifecycle extends beyond both Portsmouth D&D and Paducah D&R completion. To ensure a smooth transition of scope and workforce, the transition periods for the new OSMS and Portsmouth D&D Contracts will be aligned. The planned approach for effective scope alignment between the contracts at Portsmouth and Paducah will be beneficial for long-term workforce continuity at both sites and will allow for a strategic focus on the D&D work at Portsmouth under the End State Contracting Model.
The consolidation into a single operations and site mission support contract for both the Portsmouth and Paducah sites will be beneficial for the continuity of both the bargaining and non-bargaining workforce. With the expectation of continued stable funding for each site, it is anticipated that the workforce will remain stable with the new OSMS contractor, along with the continuance of retirement plans and other comparable benefits.
The OSMS contract will promote contractor community commitment and engagement, to include site reindustrialization efforts by the local community. There will be a requirement for the OSMS Contractor to submit a community commitment plan to DOE. The contract will also provide for a 5 percent preference for the award of subcontracts to regional small businesses.
There will continue to be separate contracts at each site to focus on the D&D and D&R of the Gaseous Diffusion Plant process buildings.
