September 7, 2023The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application, filed on February 11, 2022, by CNG Holding 1 LLC (CNG Holding), requesting long-term multi-contract authorization to export domestically produced compressed natural gas (CNG) in an amount up to the equivalent of 51.75 billion cubic feet (Bcf) of natural gas per year. CNG Holding requests authorization to export CNG to any country with which the United States currently has, or in the future may enter into, a free trade agreement requiring national treatment for trade in natural gas (FTA countries). The authorization is requested for a 25-year period, commencing on the earlier of the date of first commercial export or five years from the issuance of the authorization sought. CNG Holding plans to transport the CNG in approved International Organization for Standardization (ISO) containers from its proposed CNG loading facility at a site along the Mississippi River in the Port of Plaquemines, Louisiana, where the ISO containers will be loaded onto ocean-going carriers for delivery to FTA countries. CNG Holding requests this authorization on its own behalf and as agent for other parties who hold title to the CNG at the time of export.
