DOE Awards Moab Remedial Action Contract

The Department of Energy (DOE) Office of Environmental Management (EM) awarded North Wind Portage, Inc. (NWP), of Idaho Falls, Idaho, the Moab Remedial Action Contract (Moab RAC) for completion of EM’s environmental remediation in Moab, Utah.

Cincinnati – Today, the Department of Energy (DOE) Office of Environmental Management (EM) awarded North Wind Portage, Inc. (NWP), of Idaho Falls, Idaho, the Moab Remedial Action Contract (Moab RAC) for completion of EM’s environmental remediation in Moab, Utah. DOE determined that NWP’s proposal provides the best value to the Government.

This single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract, with an estimated contract ceiling of approximately $614 million over a 10-year ordering period, will use both Cost Reimbursement and Fixed-Price task orders to perform all cleanup to site closure. The contract exemplifies DOE’s commitment to continue supporting a highly skilled, diverse workforce that provides hundreds of jobs that pay prevailing wages in safe and healthy workplaces.

The scope of the Moab RAC is the completion of excavation and disposal of all Residual Radioactive Material, completion of disposal cell construction to include final cover, and restoration of the Moab and Crescent Junction Sites. The scope also includes the maintenance of facilities, grounds, and railroad structures at the Moab Site and the Crescent Junction disposal cell, necessary to continue relocation of the mill tailings and associated wastes. The contractor will perform these services under task orders containing well-defined requirements issued off the IDIQ contract.

The procurement was competed as a Total Small Business Set-Aside, and EM received seven proposals. The Department determined the NWP proposal provided the best value to the Government considering Key Personnel, Past Performance, Management Approach, and Cost/Price to achieve closure of the Moab and Crescent Junction Sites.
