Tulsa, OK – Marshall Boyken was named Deputy Administrator of Southwestern Power Administration (Southwestern), effective February 3, 2019. Boyken has served as Acting Deputy Administrator since August 2018.

Tulsa, OK – Marshall Boyken was named Deputy Administrator of Southwestern Power Administration (Southwestern), effective February 3, 2019. Boyken has served as Acting Deputy Administrator since August 2018.

Prior to his appointment as Acting Deputy Administrator, Boyken served as Southwestern’s Chief Operating Officer (COO) and Senior Vice President of the Office of Corporate Operations.

As Deputy Administrator, Boyken will play a key role in guiding Southwestern’s strategy to stay competitive in a changing electric utility industry while continuing to provide the benefits of Federal hydropower to Southwestern’s customers.

Administrator Mike Wech welcomes the permanent addition of Boyken as Deputy Administrator, saying, “Marshall’s broad range of experience and organizational knowledge will greatly serve Southwestern, helping us to accomplish our mission while providing value to our customers and employees.”

Boyken began his Federal career in 1999 at the Tulsa District of the U.S. Army Corps of Engineers (Corps) in Tulsa, Oklahoma, where he worked in the Reservoir Control Section and was actively involved in the day-to-day regulation of the District’s reservoirs. After two years, he transferred to the Military Design section as a Project Engineer, where he was involved with the engineering management of multiple vertical construction military projects. 

In 2004, Boyken transferred to Southwestern as a Hydraulic Engineer in what is now the Division of Resources and Rates. His duties included analysis of hydropower operations and coordination of customer-funded maintenance projects at the Corps’ hydropower plants within Southwestern’s marketing area. 

He was promoted to Director of the Division of Power Marketing in 2009, where he was instrumental in developing the Southwestern Customer Funding Initiative, or SCFI, a long-term plan to keep Southwestern's generation assets available by systematically replacing major equipment at the Corps’ power plants.

Boyken was named COO in April 2015. In that position, he assumed responsibility for resource management, rate design and development, power marketing contracts, transmission policy, financial management, acquisitions, and facilities services. With his appointment as Acting Deputy Administrator, his responsibilities expanded to include all functional areas of the agency, including maintenance, communications, engineering, and corporate compliance.

We’ve got some of the best employees around and some of the most supportive customers of any Power Marketing Administration. I am looking forward to working closely with them both in the years to come.”

Boyken resides in Bixby, Oklahoma with his wife, Miya, and two children, Adam and Lily.
