Elena Larsen is the Chief of Staff to the Chief Information Officer at the Department of Energy (DOE). In this position, she leads OCIO’s day-to-day operations and coordination, management of the OCIO Executive Secretariat and strategic efforts to manage and align the full range of IT and cyber initiatives conducted across the components of the OCIO and the DOE enterprise.
Prior to joining the DOE, Ms. Larsen served as the Deputy Director of the Office of Digital Services and Technical Architecture at the Environmental Protection Agency (EPA). In this position, she focused on human capital recruitment and re-visioning the enterprise architecture program from something seen largely as a compliance exercise to a service that provided demonstrable value to systems modernization efforts and portfolio rationalization.
Previously, Ms. Larsen served as the Chief of Staff to the CIO at the EPA. In this position, she executed substantive project and portfolio management, developed and executed the EPA’s FITARA implementation plan.
Prior to joining the EPA, Ms. Larsen served in in the private sector at Booz Allen Hamilton, where she worked to upgrade public safety radio systems, and at the Pew Charitable Trust, where she designed and conducted research projects on the use of the internet for government/citizen communications and services, and in religious life.
Ms. Larsen received a B.A. degree in English and American studies from Goucher College and a M.A. in digital communications from the University of Pennsylvania.
