Today, the Office of Environmental Management (EM) will award Idaho Environmental Coalition, LLC (IEC) of Tullahoma, TN, the Idaho Cleanup Project (ICP) End State contract at the Idaho National Laboratory (INL) Site near Idaho Falls, Idaho. 
 
This is a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract under which Cost Reimbursement (CR) and/or Fixed Price (FP) task orders may be issued.  The contract is estimated to be worth up to approximately $6.4 billion, which includes the issuance of task orders within the ordering period that may extend for up to five years beyond the 10-year ordering period (for a potential 15-year period of performance).
 
EM received five (5) proposals in response to the solicitation, all of which complied with the solicitation instructions and were evaluated for the new contract.  EM determined the IEC proposal provided the best value to the Government considering Key Personnel, Past Performance, Management Approach, and Cost and Fee, resulting in a new contract with a distinctly superior team to achieve measurable results toward completion of the DOE-EM mission at the INL Site. 
 
IEC is a single purpose operating entity that includes the following members:  Jacobs Technology Inc. (Jacobs) and North Wind Portage (NWP), a small business.  IEC’s small business teaming subcontractors include Navarro Research and Engineering, Inc. (Navarro), Oak Ridge Technologies, LLC (ORT), and Spectra Tech, Inc. (Spectra Tech).
 
The ICP contractor will perform work under this master IDIQ contract in compliance with current and future milestones in the 1995 Idaho Settlement Agreement court order, the 2008 Agreement to Implement court order, the Comprehensive Environmental Cleanup Conservation and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA) for the U.S. Department of Energy Idaho Operations Office.  Work to be performed under the new contract will include: 

  • Operations of the Integrated Waste Treatment Unit;
  • Spent Nuclear Fuel (SNF) management, including Nuclear Regulatory Commission-licenses for the Independent Spent Fuel Storage Installations (ISFSI) located at the INL Site and the Fort Saint Vrain (FSV) ISFSI near Platteville, Colorado;
  • Transuranic and low-level waste disposition and management;
  • Facility decontamination and decommissioning;
  • Environmental remediation activities; and
  • Facility Infrastructure.

The new ICP End State contract resulting from this acquisition will replace the current ICP Core contract at the INL Site.
 
The 10-year contract ordering period offers stability for the highly skilled incumbent workforce in the local community as workforce reductions are not anticipated.  The ICP Contractor is required to provide equivalent base pay to all incumbent employees for at least the first year of the term of the IDIQ contract ordering period.  A comparable benefits package must also be provided for incumbent employees, which includes continued participation in existing pension plans.  The new ICP End State contract will utilize the existing workforce of approximately 1,900 individuals.
 
As a contract requirement, the ICP Contractor must also recognize the existing unions as the collective bargaining representative(s) for employees performing work that has historically and traditionally been performed by members of those unions and is covered in the scope of this new contract. The contract ensures workers have the right to organize, join a union, and bargain collectively with their employers.  Union-represented workers currently make up approximately 43% of the total workforce.
