Mr. McCoy was appointed Deputy Assistant Inspector General for Audits in August 2018. He manages the planning, execution, and reporting for all Region 1 audits. Mr. McCoy became a Certified Public Account (CPA) in 1991 and a Certified Information System Auditor in 1999. He is a licensed CPA in the Commonwealth of Virginia and has over 29 years of experience in auditing and accounting. He has a Master of Science degree in Accounting from George Mason University and Bachelor of Science degrees in Accounting and Business Information Systems from Illinois State University.
Prior to joining the Department of Energy’s Office of Inspector General (OIG), Mr. McCoy worked for the Department of Homeland Security (DHS) OIG for over 11 years. His most recent position was Assistant Inspector General (AIG) for Audits where he was responsible for auditing all DHS programs. He also served as the Acting AIG for Emergency Management Oversight, AIG for Integrity and Quality Oversight, Deputy AIG for Audits, and the Director of Financial Management. Prior to joining the DHS OIG, Mr. McCoy was the Chief of the Financial Services Branch (Accounting Officer) at the Federal Emergency Management Agency for 4 years. From 1994 to 2002, Mr. McCoy worked for CPA firms, and managed and performed financial statement audits, performance audits, and provided consulting services to Federal and commercial clients. From 1993 to 1994, Mr. McCoy worked for the Commonwealth of Virginia as a sales tax auditor. From 1991 to 1993, he worked for the Air Force Audit Agency as an auditor. From 1981 to 1985, he served in the United States Marine Corps.
