February 28, 2020During fiscal year (FY) 2019, federal agencies continued making record investments in energy and related improvements using the Federal Energy Management Program's (FEMP) indefinite-delivery, indefinite-quantity (IDIQ) energy savings performance contract (ESPC) funding mechanism. Projects valued at more than $800 million were awarded or modified to pursue energy efficiency, energy security, and water conservation.
Located in 13 states and four countries, the projects leverage private-sector investments designed to strengthen federal infrastructure by increasing energy security and resilience. This continues the largest annual investment in FEMP's ESPC program history and will generate a total guaranteed energy and water cost savings of almost $1.6 billion.
The awarded projects are:
- Valued between $5 million to $344 million, with an average contract term of 21 years
- Cover combined heat and power, microgrids, and battery storage and include replacing aged equipment with highly efficient equipment
- Expect to achieve more than 1.5 trillion Btu in annual energy savings and more than 100 million gallons per year and $1.2 of annual water savings equivalent to the annual household energy usage of 16,400 homes or removing 30,000 cars from the road
- Represent 6,552 job years1 of well-paying jobs in engineering, construction trades, and manufacturing.

FEMP has enhanced its ESPC program by providing tools and guidance to help agencies develop projects that will ensure successful execution of their critical missions with ongoing support through the life of the contract.
