On July 11, 2019, an OHA Administrative Judge issued a decision in which she determined that an individual's DOE access authorization should not be granted. To support Guideline I security concerns, the LSO relied upon the DOE consulting psychologist diagnosis that the Individual suffered from Depression and Anxiety Disorder, Unspecified, which, in his opinion, are conditions that could impair the Individual's judgment, stability, reliability, and trustworthiness. The Administrative Judge found that the Individual failed to show that he met any of the Guideline I mitigation factors listed in the Adjudicative Guidelines. The DOE consulting psychologist found that the Individual still showed symptoms of major depression, stating that the Individual needs to have his medication program reevaluated and that he needs to be in weekly therapy. Consequently, based on all of the above, the Administrative Judge found that the Individual's access authorization should be not be granted at this time. OHA Case No. PSH-19-0020 (Janet R. H.
