On May 28, 2019, DOE issued Order No. 4374 to Freeport LNG Expansion, L.P. (Freeport Expansion) and FLNG Liquefaction 4, LLC (FLIQ4) (collectively, FLEX4) under section 3(a) of the Natural Gas Act.  This Order authorizes FLEX4 to export U.S.-sourced liquefied natural gas (LNG) to any country with which the United States has not entered into a free trade agreement (FTA) requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy (non-FTA countries).  A Finding of No Significant Impact (FONSI) was issued concurrently with this Order.

FLEX4 is authorized to export the LNG in a volume equivalent to 262.8 billion cubic feet (Bcf) per year of natural gas (0.72 Bcf/day) from the proposed Train 4 Project at the Freeport LNG Terminal on Quintana Island near Freeport, Texas.
