Cities Leading through Energy Analysis and Planning demonstration project teams are led by local governments and have been selected to develop and pilot data-driven decision frameworks.
To develop these frameworks, the local governments have partnered with academic institutions, technology companies, utilities, regional planning bodies, and non-governmental organizations.

The Bellevue, WA and ICLEI-USA developed a toolkit to give cities details on what has been driving year-to-year changes in GHG emissions inventories.

Portland, OR evaluated the use of the DOE Building Energy Asset Score Tool and rating system to commercial buildings disclosing their energy use.

The Upper Coastal Plain COG team piloted a new framework to enhance low income energy service delivery to households in northeastern North Carolina.
