On March 29, 2018, the Office of Hearings and Appeals (OHA) denied a Freedom of Information Act (FOIA) Appeal filed by Dr. Ayyakkannu Manivannan (Appellant) from a final determination issued by the Department of Energy’s Nation Energy Technology Laboratory (NETL). On Appeal, the Appellant alleged that NETL did not perform an adequate search and improperly invoked Exemptions 5 and 6.
