On March 29, 2019, pursuant to section 3 of the Natural Gas Act, DOE issued a long-term order authorizing Energía Costa Azul, S. de R.L. de C.V. (ECA) to export U.S.-sourced natural gas by pipeline to Mexico for liquefaction and re-export in the form of liquefied natural gas (LNG) to countries that do not have a free trade agreement (FTA) with the United States.  ECA is authorized to re-export LNG up to the equivalent of 161 billion cubic feet (Bcf) per year (0.44 Bcf/day) of natural gas to any non-FTA country not prohibited by U.S. law or policy from the proposed Energía Costa Azul liquefaction and export terminal facilities to be located in Baja California, Mexico.
