Here is my and the Utah EMP Task Force response to your RFI on securing critical infrastructure, please see the attached Word document. 

I've also attached, for reference, a PDF of the bill unanimously passed by the Texas Senate in 2021, SB-1606, which if changed to address national level concerns is a fairly good framework and standards to harden to.  

Thank you for your earnest consideration of protecting our citizens and industry from the threat of natural solar events or manmade EMP weapons.
