Based on the DOE response to Q7 (“the Department expects that while further recommendations are being developed, utilities will act in a way that minimizes the risk of installing electric equipment and programmable components that are subject to foreign adversaries’ ownership, control, or influence.”), it seems we are ignoring prior security assessments indicating the risk was severe and that self-regulation by utilities leads to security exposures.  Isn’t this an extremely foolish and needlessly reckless policy?
