The U.S. Department of Energy (DOE) is proposing to provide federal funding to Colorado State University (CSU) for the fabrication and subsequent electrical and optical characterization of thin-film solar cells. Project work would occur in laboratories at CSU (Fort Collins, CO), University of Toledo (Toledo, OH), University of Illinois at Chicago (Chicago, IL), First Solar’s California Technology Center (Santa Clara, CA), and the National Renewable Energy Laboratory (Golden, CO). Any work proposed to be conducted at a federal facility may be subject to additional NEPA review by the cognizant federal official and must meet the applicable health and safety requirements of the facility.
